High CPU temperature despite low load?

I have an Omen 17 laptop.

rtx 2060

i7 9th gen

Despite 14 percent CPU utilization, the CPU temperature is 60 degrees.

Sometimes more. Yesterday I also had over 80 degrees! Is that normal?

It depends on what kind of cooler you have.

My CPU is always at 40-45 degrees when I'm not doing anything.

Something like that is completely normal with notebooks. Smaller cooling surface, less air throughput and all components much more compressed in one place are responsible for this.
