How do I get to my password entry bar?

My laptop is on normally with a background image. Mouse only works when there's a white box in which I can log in with the password and so I can't get in.

Why does it do this and what do I have to do?

That happens every now and then, just turn it off and then on again. If necessary, shut down hard, so long press the power button…

I had already switched it off, but not like you said by holding down 'hard'.
