I'm looking for a messenger. It should meet the following criteria:
- Windows 10 support
- Android support
- Images and videos can be shared without any loss of quality
- Messenger should be cross-platform, i.e. I also want to be able to send files from my tablet to my laptop
- Without a phone number

Depending on how big the files are, you may have to switch to alternative programs.
Otherwise: Discord meets your requirements
I would now recommend Nextcloud with its own server, the thing is actually built for sharing files, and the chat / messaging with Nextcloud Talk is a nice additional function, Android apps are also available. However, the thing has a horse: the chat is not encrypted end-to-end, but only between client and server. The data is in plain text on the server. So this is only an option if you run the server yourself.
I use Signal as a messenger, but the thing needs the phone number and doesn't meet your requirements.
