One of our class is playing with his laptop (which is junk and cost 800 euro) with a controller. Wouldn't it be better if he got a ps4 pro or ne xbox one x?
It all depends on what he wants to gamble and for what else he needs, in this case the controller only serves as an input medium. If he is still working with the laptop, i.e. Doing tasks for school etc. And does not want to spend money on both (e.g. PS4 Pro + laptop), that can make sense!
If he only plays with the laptop, maybe. If he also does other things (such as school work) on the laptop, that's completely ok.
Laptop can do a lot more than just gamble.

You don't know which hardware is in the laptop but that it is scrap?
Please give a short link.
Of course you can't play gta5 with 180 FPS on it, but that's enough for normal gaming.
