Moin knows someone an app / page where I can change or create a logo with my laptop which is beginner friendly because I would have to change a coat of arms.

One possibility would be gimp. I have been using the program for a long time and it is very satisfactory.
A newcomer, whom I have not even tasted, would be Krita. According to reviews, it surpasses everything that has happened so far.

You should be guided by the file format your logo is in. Logos are mostly created as vector graphics, so they are lossless scalable. If your source file is a vector graphic, then you'll need a program like Illustrator, Inkscape or Affinity Designer for editing. Only if you have a template as a pixel file, Gimp or Photoshop are useful for editing.
