I have the problem that my recordings lately hang because the encoding is too high. I have set the bitrate to 16000 for videos and 10 fps, but the error message still comes. I would have to reset my laptop a few weeks ago and if it reinstall, but before that I could laggfreier record with a higher bit rate. I really have no idea what I should change

This is a 2-core processor with 4 threads, playing alone will be almost impossible, and then with 2 cores streaming? In addition, the processor also has extremely poor single-core performance so it's no wonder that it is streaming. Laptops for streaming are probably unsuitable anyway.
