Stupid question: What do you expect from it? Your main GPU runs with it in idle and also consumes power. If it is not used, such as in undemanding games, it spends very little electricity.
That is the advantage of modern cards. Depending on the load, they clock down and consume less electricity.
But to answer your question, no preventing the change is not possible.

Your notebook does this to save battery. If you are not playing games, it does not bring you an advantage if the graphics card works instead of the integrated graphics chip. You only use more battery.

It's just a software problem. I don't know exactly why your notebook does this. Do you mean "high performance processor" possibly the high performance mode? Take a look at your energy options and watch the video. You may still find suitable settings there.
