For this kind of thing, an extra partition is provided for OEM installations, with which the system can be reset to its initial state. If it is formatted from the outside and maybe even repartitioned, then nothing works. If Win7 is then a feature of the article, it must provide a replacement.
You shouldn't buy a notebook with Windows 7 anymore. Support expired in January.

Since you don't have an installation CD with you, I would suggest the following procedure:

after that you should test with the update assistant whether Win10 is running on the laptop (I don't know how old it is). That stands https://www.chip.de/...00470.html
If the laptop is suitable for this, you can also install Win10 with the assistant.
You will need the product key if something goes wrong, then you can install Windows yourself at no cost.
