I have a Google Play Store voucher worth 20 euro and decided that I want to buy Danganronpa 2. However, I wonder whether 18 euro makes sense for a game on the mobile phone or whether I should download it to my laptop. But I don't know my way around that. How does that even work? Or should I just buy this on my phone?

I think it's better on the laptop because you have better graphics etc.
Is it possible to buy it once for both devices?
If you are logged in with the same Google account, then the purchases apply to all logged in devices. But since when have Android apps been working on a laptop?
