Can I get an external Nvidia nvidia geforce rtx 3080 or 2080 on a notebook with an intel i5 9300h? Or can the i5 not handle it?

In theory this would work, but it's not really worth it. Depending on the game, the processor would also limit the graphics card here. And your laptop also needs the right connections (i.e. Thunderbolt). The acquisition costs are also almost as high as a new, powerful laptop or even an even more powerful desktop PC.
