I got the old laptop from my brother and completely reset it. After I did that, the blue screen in the photo came up. It only appears for a few seconds until the percentage display is completely full and then the PC restarts and the blue screen appears again. This has been going on for 3 hours now and I have already tried to restart the laptop and I can't find any help on the page where you should find help.

The qr code is only for the website that is already there, so it doesn't matter much.

It says that there are problems and the PC has to be restarted. They collect information about it (the percentage) and then restart it for you
