Maybe your laptop is trying to boot from the external hard drive. And since there's nothing on it, he can of course not start up. Usually, however, it then jumps to the next hard disk. Check the BIOS to see if your C hard drive is at the top in the boot order
The BIOS order was always changed to "INTERNAL HDD" and otherwise he would not have been able to boot Win10 if there's no operating system on the hard disk, it may be freezed when booting, but the problem is solved.
