For a small laptop
Windows 7 has certain advantages (for example Syskey encryption, changing the boat screen, etc.) but as far as I know there are no more updates for.
Windows 8.1 has this other start menu which is very cool for such a small laptop
And I have Windows 10 on my desktop PC and know it very well, is also quite good, but I would like to go on something new.
Which one would you recommend for my little laptop?
I would also try GNU / Linux, then you have something new:-)
Ubuntu & Linux Mint (Cinnamon) would be the classics for example
Either take 10 or try Linux…
I would take Windows 7 only if you intend to go to 10 at the latest in January 2020 …

most systems are running on Win 7.
That has a good reason, too. It is stable and not easily spied.
Win 10 was offered to me as a free update for one year.
That's not because Microsoft is so nice. But because you can spy on this system perfectly. That is the only reason.
So… Win 7.
