Get a digital image from a CD on your cell phone?

I have to send a digital image to my employer for my BFD. Now it's like this:

I don't have a laptop or anything like that. A passport photo on me only on a CD (also on paper, but they want it digitally). What can I do now to send the photo to you digitally? Can I scan the photo anywhere and transfer it to my cell phone?

You could take the photo on paper with your phone.

Or copy it from the CD machine to your cell phone (we have such a machine in every major shopping center).

Or you go to the copy shop if you have something like that.

Alternatively, ask a friend or family, someone must have a PC with a CD drive.
