Windows, one file in several folders at the same time, but still only one file?

For example: I imported photos onto my notebook. I have a folder: "January 2020" and a folder: "Katzenfotos". Now I want to see my cat pictures in both folders at the same time, but without having to copy them, so that I can save storage space. How do I do that?
