The problem is that macOS can't run natively on a Windows device, not even in a virtual environment. A necessary so-called Hackintosh does not run stable in the long run, because it has to be meticulously adapted to the hardware you are using.
The better way would be to buy a MacBooks Pro with an Intel processor, because it can be used without any restrictions in addition to macOS Windows.

It is not a Windows emulator, but a virtual desktop, whose open program appears as a window on macOS. You need a valid Windows license for this.
And yes, Counter Strike: Global Offensive runs at least on Steam on the Mac. I don't know if it can be installed directly without Steam.
