I want to format the hard drive to boot from another hard drive in Windows and use it as a secondary drive,

XP is currently on it, but can no longer be booted.

when I boot from the other disk, the hard disk manager does not recognize the 2nd disk.

computer management

enter and start.

You will then see the disk under Storage → Disk Management

Then install the XP hard drive in the PC and boot this stick. This allows you to format the hard drive you want. The tool is self-explanatory. When formatting, I recommend NTFS. Then XP is completely gone.
