My laptop is at least 5 years old and now has quite a few unnecessary programs on it, but they can't be completely deleted.
Would like to completely reset it to factory settings, but there's the problem:
My laptop was originally Windows 8. I only downloaded Windows 10 later. Do I then have to re-download Windows 10? Definitely or
And I have sims 4 - will my entire game save be gone when I download it again? (Got an account and downloaded it from Steam)
I recommend that you download the MediaCreationTool from the official Microsoft website - you can easily reset your computer with this tool
You really want to reset it and not reinstall it or am I reading it wrong?

A new installation is preferable, however, as it is faster and a cleaner system can sometimes be found
This is called reinstallation and not reset. Are two pairs of shoes
Settings / Updates and Security / Recovery
My recommendation, read out the key and create a full backup on an external WD 2 TB 2.5 "HDD.
For clearing out I recommend iobituninstaller and Ccleaner. Then you can reset within Windows and access and restore your backup.
I'm well aware of this, but it is the most recommendable in his situation - yes, the "reset" was technically incorrect, but does not change my recommendation
I also recommended reinstallation
What the questioner then makes of it is his then
Yes, but then I have to do Windows 10 again or
For a new installation, YES.
Reinstallation → do anew on it
NOT when resetting after the attached link
I'm kind of on the hose, sorry.
If I only want to reset the apps and settings, but my files / data are retained - will Windows 10 be retained? Or will it be reset to Windows 8
You can read it here:
Resetting the apps and setting BUT keeping the files
ERGO logical conclusion: Win10 resets itself to the factory setting while keeping your files
BUT I recommend you to make a backup of your documents, photos, etc. Beforehand
