New IP address when you change hard drives?

I removed the HDD on the same laptop and am now using an OS via a USB stick. My question: The one at Fritz! Box active child safety locks every newly registered device when logging in. When I used the PC with the HDD, it was released. Do I have to do it again now or is it already released automatically?

The parental controls are based on the MAC address of your network card. It doesn't change if you use a different OS.

Usually the MAC of your network card does not change. But this works with certain tools, e.g. If you booted from a Tails stick, a random MAC address is generated for anonymization every time you start it. If you are unlucky, the Fritzbox has been cleverly configured so that it blocks access to the Internet for unknown MAC addresses!
