Have played hoi4 and sent it back to steam because my laptop was too loud but I think that in hoi4 by all the soldiers etc. The cpu is more used

Playing games honestly on the laptop is always a thing, it should actually be loud in almost every game. And I can't tell you if you can play the game if I don't know the CPU.

That doesn't really help. Notebooks are noisy in terms of design.

If you screw down the graphics you only achieve that the CPU is loaded more.

You can only change something if you lower the VCore of the GPU and CPU. Notebooks are not designed for that either.

If you have an AMD Ryzen with Vega APU then you can't change anything. The graphics chip sits in the CPU.

E.g. AMD Ryzen 3500u
