Defective laptop HDD → exchange?

Namely, my laptop was diagnosed by a specialist on a defective hard drive. But he wants 260 euro for an exchange, which I think is far too much. I have already tried to put another hard drive into it, but there's something with "Insert Windows Recovery Disc" or something. I do not have this CD and wanted to ask whether I would be able to get the laptop up and running again with this CD or whether it should be left to a professional.

Install 26 euro for hard drive and reload OS or take over data is damn cheap.
