I would like to use my iPhone Xr to access the internet on a PC / laptop with USB tethering (preferably without Itunes)

This works in itself, but not via the Wi-Fi but via the mobile data, he pulls the data, which I do not want. Is there a certain attitude that I have overlooked?

Why I need this is when I have to set up a new PC and it doesn't have a Wlan / Lan driver (for whatever reason) that I can connect my IOS devices and then download it.

With Android it also works because it does this via the Wi-Fi signal and not via my mobile data.

It works on Android because I tested it as a test (the device does not belong to me or someone else's Android, that means I Can't ALWAYS use it when I want it) and it works, only via Android it doesn't use mobile data and IOS does,
And the laptop / PC does not always have the drivers when it is set up or does not recognize them for whatever reason.
