Start Windows PC with charging?

I would like to control the startup and shutdown of my Windows laptop with the power supply. In the following way, I can control my power supply unit whether it should conduct electricity or not. I would like my laptop to start up automatically when the socket is conducting, so it should start up when it is charging. If the socket then no longer conducts electricity, it should shut down. The second is not so important but it would be great if it automatically starts up when charging. Does anyone know their way around and know how to achieve that?

Most of the time, if there's an option such as "Power On after AC Power Loss" or "Power Failure" in the PC's BIOS setup.

BIOS is opened by pressing a special key (usually F2 or DEL) before the device has booted into Windows. There are then many useful settings, but also some that can ruin everything for you
