I have a laptop with the following hardware: 8GB RAM, AMD Ryzen 5 3500u and a radeon vega 8 graphics card. Since I don't have that much idea myself, I wonder if the game Cyberpunk 2077 would run with low graphics settings.
Most certainly not unless you define 10 FPS as "running" on the lowest settings

The laptop is generally not designed for video games. The CPU might be able to keep up, but the graphics are over and 8 GB of RAM is precious little nowadays.

The device does not have a dedicated graphics chip but carries out the calculations of the Vega8 chip via the processor. That may be just enough for very low-demanding titles, but a board like Cyberpunk - optimizations or not - will at most jerk around as a slide show.
Unfortunately, playing tolerable is out of the question.
