I'm considering buying Watch Dogs Legion but don't know whether to buy it for my PC or notebook or for the PS4.

Name: Acer Predator Helios 300
GPU: GeForce GTX 1060 with 6GB VRAM
CPU: Intel I7-8750H @ 2.20GHz
RAM: 32GB
After "Can I Use" I can play the game in minimum, not Recommended
and I have a normal PS4

Since I have already seen the laptop on a friend's house, I would assume that you would have more fun on the PS4. Graphically, however, should be roughly the same, depending on the settings.
The laptop should actually have much, much better performance, the only problem is the dynamic resolution on the consoles. I would buy it for the laptop because it's cheaper too.

Difficult your laptop is not a gaming machine now… I'm more of the PC type I would get the game for the PC. You might have to set the graphics to medium-low.
