Even if you only play League of Legends, a normal PC is always more worthwhile than a notebook. (you get more performance for the same money)
I work at Mediamarkt myself and I would say YES you can. But if you were to download several games, a couple could appear on the laptop.
Does it have to be a laptop? Would rather recommend a desktop PC. Then you can get something decent for 500 euro. It won't be fun on the laptop lol, there will be a lot of lag if he even manages to start the game
