Your graphics unit is just way too weak.

Your PC is not performing well, you should better take a look at the requirements.

You won't get very far with 2 CPU cores.

Unfortunately, the hardware information is not very helpful because it omits essential components such as graphics unit and RAM and only mentions the processor. Here it would make more sense to state the exact model name of the notebook.

If the graphics are calculated purely by the processor - which is definitely the rule for laptops in the cheaper price range under 700 euro - that is a rebuff for most demanding titles.

And why the games run differently is easy to say. Witcher 3 was quite a board when it was released in 2015 and accordingly demanded a lot of performance. Devil May Cry 4 (2008) appeared to be in the middle performance class when it appeared and was comparatively moderate. In addition, there's a development time of 7 years between the two titles. And these are worlds in terms of software development and hardware performance.

The processor comes from the same year as the Witcher 3, is a two-core CPU for lower performance requirements and would only be reasonably suitable for corresponding games even with a powerful graphics card on the side. It is a typical hardware solution that is primarily intended to keep power requirements low and to enable simple work.
