That looks like BIOS, or hardware encryption. You can't get that away. You just need the password. With luck BIOS reset, with bad luck too.

Looks like a bios password, reset bios once.
Find and read the manual, unscrew the motherboard and set the jumper for bios reset.

This is a CMOS password. If this can't be deleted by means of a reset, the laptop can no longer be used.
