Windows 10 only 3.22GB of 8GB RAM available?

I don't know too much about PCs etc., but my old "gaming laptop" is currently barely performing. So I "cleaned up" and freed up all sorts of memory and then found that only 3.22GB of my RAM is available. How come and how can I change that, or is that normal? Thanks in advance.

Do you have any other options how I could get something out of the laptop? Unfortunately, there's almost no decent game that runs smoothly on the lowest graphics settings.

Only: This information says nothing about the operating system.
You can of course run a 32-bit system on a 64-bit processor.
Only then will the maximum RAM be around 3 1/4 GB.
