First, install an operating system on the new laptop. This may also be a temporary BS, e.g. A slim Linux like Puppy. If the new laptop has a DVD / CD drive, Linux does not need to be installed on the hard disk / SSD or it can be booted from the USB stick.

Then transfer the data from old to new via USB.

There are several possibilities.

Connect both PCs via router and network. Both computers are seen. Then you can just copy or move.

Transport via USB pens or USB disks.

The hard drive of the "old" computer via "adapters", e.g. Plug in USB or SATA and just copy.

It makes sense to divide the built-in plate into 3 parts (partition). System disk C:, data disk D: and backup or driver, etc. Plate E:.
