Why do not you use a VPN on the PC?
Because your pc / laptop from the phone receives an IP from another subnet and the dial-in point on which you dial in via vpn does not know this subnet.
For network communication, all participating systems must know one route to another.

There are already a few apps (root) that can do that.
PDANet should be able to do this without root, but I'm not sure…

but without any customization on the vpn server side, you can set your phone what you like and it will not work.
It should be easier to open a hotspot on the phone, the notebook / pc to log in and on the pc to dial the vpn.
nice side effect: other on mobile phone hotspot registered devices can't read the communication between computer and vpn target.
