Download on PC extremely slow, but draws the most Internet?

In my home, it is like that, when I download something on the PC, I just manage 1MB / s. In addition, then the WHOLE house has no internet, you can't even google something. But if, for example, I download something on my laptop, mobile phone or whatever, then it loads to 5 MB / s and you can look at the same time quite comfortably youtube.
