I downloaded the program from here: https://clownfish-translator.com/voicechanger/
And I downloaded and installed 64bit (64bit VST) file.
During the installation came a message "Windows Audio stopped"
and "Windows Audio started".
My microphone works in the voice recorder but neither on Discord nor TeamSpeak.
Would be nice if someone can help me there. Thanks in advance.

Did you restart the laptop? Because the installation of software sometimes stops services because it is necessary for the correct completion of the installation. And that's why a new start is necessary.
After installing certain devices and drivers or even programs that affect the hardware, most of the time the standard output and in your case the default input device will be "reset" or changed.
Therefore, right-click on the speaker icon of your Windows bar. Choose "sound options" or "recording devices" and check if your microphone is selected as default input device.
That should solve the problem.
