Why does my laptop only recognize one of 2 RAM bars?

I have an SSD and 2 new ram bars in my Packard Bell EasyNote.

Unfortunately, only one of them is recognized (2x 4Gb).
Have Windows 10 64bit.

What can I do to help him recognize and use both bars?

First, just put a stop, then restart the laptop.

Then turn off the laptop, then install the second bar.

Option 2: Your laptop can only handle 4GB.

Have to set your exact model here.
