Good notebooks to learn etc?

Hello and I'm now looking for a laptop or a notebook with a good quality or camera quality and so on. It runs fast and I don't feel like I have to wait half an hour for the app to open. I would spend a maximum of 600 euro on it. Do you have a few ideas what would be a good variant? For fast it would be important: an SSD (depending on the wv memory you need, with my university laptop I get by with 224GB, on my gaming computer I will soon have 1.5TB full), 8Gb RAM definitely doesn't hurt, 4Gb is a bit low.

Camera quality is actually okay with most newer devices, I wouldn't pay too much attention to it.

I also have an HP Pavilion myself, but in a more powerful (8GB RAM, etc.) version (get it cheap) and I'm satisfied with it. You can also take a look at Chromebooks, maybe the concept fits you (they are structured a little differently - more like a cell phone, so no Windows!)

Simply put: the RAM tells you how much you can do in parallel. So how many applications your computer can handle in parallel. 4GB Ram are just not that much, good systems for gaming / workstations etc. Most of them already have 16Gb or more. 8GB are for university and co. Sufficient 4GB is pretty little!

You go to Geizhals.de, look there under Notebooks and filter for RAM over 8GB, for price, etc… Then you look at the things and maybe read a few reviews about them, I don't have a laptop in my head right now, but I'm mine sure you will find it there.
