For 250 euro there's a Lenovo V130-15IKB with a good processor for it. The memory is a bit meager at 128GB and 4GB of RAM is pretty low, but for normal surfing that's enough if you do not have 100 tabs open at the same time.
But the price is really hot. If necessary, you can retrofit for under 25 euro again 4GB of RAM and the memory you can also manage.
