Has iCloud been full for 1 year?

I have an IPhone X and iCloud has been permanently full for a year, I hardly know anything about it just know that my photos are uploaded there what is it exactly? I don't have a laptop, so I'm just considering 50GB for 0.99ct a month so that the photos can continue to be uploaded there. Does it make sense to buy 50GB? I deleted over half of my photos from my gallery and it's still full.

If your iPhone has enough memory of its own, you could deactivate iCloud Photos, then future photos will remain on your phone and those from iCloud will be downloaded. (Settings> Profile> iCloud> Photos> iCloud Photos Switch)

But if you get an error message that your iPhone has too little memory for it or you already know that you have too little, you have to either download the photos to an external memory or Mac device or get an iCloud extension that yes it is really not too expensive. (Settings> Profile> iCloud> Manage Storage> Change Storage Plan)
