This is impossible. You can assemble a PC yourself from parts, but you can't build it yourself unless you have one
Anyone who has a few hours to assemble and read the instructions can assemble a desktop PC.
Laptops and cell phones are a different story. They are largely based on custom-made products, so as a private person you generally do not have the opportunity to really manufacture such devices, because you first need suitable production facilities or partners, which in turn means a lot of capital.
Industrial designers, who primarily think about the exterior of the device, and of course (micro) electronics engineers, who worry about the interior of the device, take care of the design of such devices.

Assembling is easy, even if you need a little practice. But if it's really about manufacturing the components, then you probably need a lot of specialist knowledge in electrical engineering, information technology and programming. But that's really a hell of a big area we're talking about.
