Sometimes the second row of the keyboard hangs on my laptop, i.e. The numbers up there and the corresponding symbols (@, $,%, etc.). So sometimes when I want to write something press it but it is not displayed. What can that be?

Most of the time you recognize it yourself
The most common reason is plain dirt. You can cautiously use a vacuum cleaner (lowest setting and not too close), better blow it out first, see if something turns out. Then one, not a bad option, is the brush. You should be careful with compressed air, otherwise you may have to put the keyboard back together ^^
