Many laptops have different chargers. A strong one for "normal" and a small one for on the go or a cigarette lighter version.
If the strong power supply is recognized, the battery always charges, unless a particularly large amount of electricity is used. E.g. Gaming, strong 3D graphics card can prevent charging.
With the travel power supply, the battery can only be charged when the laptop is off or in stand-by (cover closed).
If you have a "universal power supply" on it that is not recognized or there's something broken that prevents the laptop from recognizing "the large power supply", then it starts from the travel power supply and accordingly the battery no longer charges in normal operation.
