221 kbps is less than 700 kbps.

Are both in the WLAN? Did you do that at the same time?

That is probably because of the network card
(Are both connected via WLAN?)

Where 221KB / s are slower than 700KB / s. Maybe your PC is connected via LAN? Sure it's not even specified in bits (b) and not both in bytes (B)?
