Do I need a special pen for a Dell laptop with Windows 10? Like the Surface Pen, for example?
The drawing function does not work with the fingers, neither with the stylus pen. Can someone help me?

Your laptop probably doesn't support an active pen, so the Surface Pen and any other active pen will not work. With a capacitive pen (which works like a finger) you can make touch inputs more precisely, but only acts as a finger. In OneNote and Microsoft Whiteboard it works without such a pen, just with fingers.
Why shouldn't the laptop even support the Surface Pen when the pen input is set in the settings?
What kind of device is it, there are "active" and "passive" pens.
A SURFACE pen is also only for surface devices due to the frequency etc. If you need a pen from HP I would have to know which laptop you have from DELL.
