Dell laptop touchpad click instead of tap to enable?

With my Dell laptop you have to "touch" on the touchpad, although it also has the 2 common clickable links and right - buttons below. How can I activate with the notebook that I have to click on the left button twice to click on content and right click once the right button must click, instead of typing?

Have a Dell laptop, for me it was like that from the beginning.

I can tap on the pad, or press down on the buttons, both works!
