Activate Windows / update from Dell laptop?
I bought a used Dell Lattitude E 5510 laptop from the dealer yesterday, quite cheap!
To date, however, was unable to activate Windows 7 or update from Window 7 to 10!
error code is: 0xC004F213 specified
"windows not activated because a product key is missing"
what is that? Can I get it from the dealer?

Look at the bottom of the laptop, there should be a key on it. Otherwise you have to buy a new one

If not, you can get cheap ones on ebay.com (Ebay.de account works there too; search for Windows 10 Home Key for Windows 10 to install directly and sort by price in ascending order and be careful not to catch a dealer who only has one Download link sold without key (which you can also find with 5 sec Google).
P.S.: Incidentally, the notebook you bought only has a little more than scrap value.

No, which Windows ignores refers to the laptop itself. This is the first generation of Intel i notebooks, which is freaky slow and the device has been 10 years old.

So before you buy Win 10 Pro without a key (you can select small during installation) and test whether it works at all.
You can create a Win 10 installation USB stick free of charge with the Media Creation Tool from Microsoft.
If the requirements have not increased very much since Technical Priview in 2015, it will probably run from scratch.
If the model I found is correct, the 32 bit version would probably be appropriate to install.
