Can a PC or laptop be too cold?

Probably due to too much ventilation or something that is extra attached. E.g. With the laptop an extra cooling system that runs permanently

No he can't. The best example is nitrogen cooling, in which the nitrogen is almost -200 degrees cold

You can't get a computer colder than the ambient temperature with normal air or water cooling.

You can do this with compressor, dry ice or liquid nitrogen cooling, in which case you have to take precautions against condensation. Then that's no problem either.

The battery of the laptop could possibly die if you overcool it extremely.

But for that you would need a refrigeration system from the freezer category.

Otherwise the material could become brittle / fragile in some places due to extreme cold.

But here too: As long as you don't sit with the part on the veranda of your Antarctic summer house, you will probably not reach these temperatures.

Abstract: Basically yes, but not with "commercially available" PC / laptop cooling devices.
