Ipad won't charge in the cold?

Is it possible that the Ipad Pro 11 (generally Ipad) does not charge in the cold?

Unfortunately, I have freezing cold in my room and can't heat it up either. Now I've noticed that it only charges when I use it under my covers. With my other tablets I didn't notice that it didn't charge in winter. My laptop is charging too, as is my smartphone.

For a few days it has become miserably frosty and that's how it all started.

It recognizes the charger and also shows the charging symbol. However, the device stays at 7-12% and only gets more if it is kept warm.
