Cheap tablet / laptop to learn how to program and draw Ruby?

I'm looking for the most affordable portable device to be able to program with Ruby, as well as being able to draw (should have touch screen)

I want to have either Linux or Windows as OS.

Price should be under 250euro, I'm also satisfied with a used device.

Can anyone recommend something to me?

Not quite dewy, but quite cheap would be a Thinkpad X220 Tablet (https://www.notebookcheck.com/Test-Lenovo-ThinkPad-X220T-4298-2YG-Convertible-Notebook.59907.0.html). Linux support is great, touch screen with stylus input for drawing, quality is the finest, but of course the hardware is very outdated. Possibly. Replace the HDD with an SSD, then the thing is quite fast in everyday use.

I'm using the X200T (two generations older) and for Office, programming and annotating PDFs with the stylus this thing is more than fast enough for me. However, some very expensive websites (such as GMail since the update about a year ago) force him to his knees.
