Which graphics card and which processor for video editing?

I have to put together a laptop which is then mainly used for pictures and video editing.

Can you tell me what kind of processor my laptop needs and what kind of graphics card it needs so that it works smoothly and reliably.

Does the laptop also have to be able to edit video in 1440p or 4K?

Or are only materials up to 1080p processed?
