Whatever else is feasible, and has helped me occasionally in such cases:

Build the hard drive, connect it to another computer externally and delete all partitions with its disk management. So completely "flattened" you build the hard drive again. For the computer, you then have a "brand new hard drive" of which he can't make a boot attempt, and just then the next possible boot medium - in this case from the Windows installation stick - will start.

Your Linux was not installed properly and probably can't find the boot partition or it is a fairly old laptop that is not compatible with the newer Linux. Since there's then also happy misfires when starting the graphical interface and the problem described occurs.

You have to reinstall Linux again - or the brother - and in case of doubt choose a Linux that runs especially on older hardware.
