I'm looking for a USB 3.0 to PCIe x16 adapter to test old graphics cards on my notebook (I know that I need an external power supply!).

USB 3.0 does not provide enough bandwidth.

Since you need Thunderbolt 3 or you use an internal PCI slot in the notebook with RiserCable.

There's no such thing, only Thunderbolt or the older ExpressCard could do something like that.

That's the horse's foot at (cheap) laptops.
